It is not surprising that if only minor edit is done, then the question is not reopened. If I understood this correctly, the subsequent edits will not put the post into the reopen review queue.
"search engine" in a broader sense ... something that makes it easier to find things but does not contribute or refine any content. As to "edits after ..." I'm at loss what you are referring to. Maybe I spontaneously added some comment somewhere that I can't recall now.
The comment about edits after on-hold is completely unrelated to the discussion we had. (It is, as you probably guessed, about an edit on the question I linked in my message.)
