I for myself don't think a third tag is a good idea. And I agree that if we have an all-encompassing tag, then harry-potter seems better than potterverse or whatevermadeupverse. Personally speaking, I pretty much hate all those "...verses", they're a sign of a fan culture that tries lump stuff together under stupid terms. But that's just my opinion.

If having Harry Potter in the title or not, you could very much use that to describe the universe, since they are the original works from which all that stuff spun off.

However, I achknowledge the conflict of having the universe tag be of the same name as one of the sub-series and thus half the films having that term in their actual title and half not.

But that's pretty much part of the reason why I'm against and all-encompassing tag at all.

But I don't have a particularly strong opinion on the matter either. I probably won't remove harry-potter from any fantastic-beasts question, but I won't bulk add it either.

Yeah, I see your point. However, the answer was originally posted by another user in their own words and context and research.

We all cite sources in an answer, but, we should all add our own context to the source as well. Just copying someone else's answer that they took the time to prepare just doesn't seem right to me, but, well.

Before going to the answer, I felt okay to notice that he cited; but after going to the link, I saw there is nothing but only copy-pasting; when you have nothing new to add, better leave the source link as a comment.
