I have a low tolerance for spam in general, but there has to be a lack of disclosure of an affiliation or the product has to be irrelevant to the post or the poster has to have a history of posting spam-ish posts. None of those really apply here, which isn't to say I think it is a great answer.
There's also the history of the flagger to take into account when handling flags 😉

It's certainly not on topic, even remotely it's not even the same dataset. and I'm not sure how population density solves the problem over centroid
