@Marc-Andre hey. found out last night that you get warmongering penalties even when the other person declares war on you. not sure yet if its related to taking cities or refusing peace

Taking cities is the problem here
If you get a declaration of war but only defend your territories or you cede the cities back at the end of the war, the warmongering penalties are far less.
I don't think refusing peace has a weight for warmongering
 
i think its a big change from previous versions but its been a while, i think in civ 4 if someone declared on you, you could wipe them out with no consequences
 
Which is non logical to me. I think the current warmongering system need a bit of fine tuning, but being seen as a warmongerer when you take cities and don't give them back during a defensive war make more sense to me
 
maybe it makes more sense, but since this version is more board gamey, i think in most games you have to take some cities from the AI to have a chance to win
i dont know how else you can catch up to their technology lead, but maybe i will figure it out eventually

which fails because the index (the first parameter to `set_signal`) needs to be within the range of 1..24. I will add a boundary check for that.

@bazola You can still pillage and crap their territory. You can still take pocessions of their city just to decrease the number of citizen. You just have to give them back. I guess you should still be able to have more positive action you can take to off-set for warmongering.

@Marc-Andre youd think that burning their farms and killing their citizens would be worse than conquering the territory and ruling it benevolently
 
@bazola No but in-game at the moment if you want to avoid warmongering but still damage them you can do that ;)
