@T.E.D. Good. But there is still an answer for that the author neither had "the time or sources right now" (October) with very questionable material in it. Comments, flag, banner, user active on site/here since then but still no edit. What next?
 
We have oodles of questions with undaddressed post notices on them. In general, I think the post notes drastically suppress upvotes, and can be just left to stand as their own punishment, indefinitely if needed. If you think there's some urgent other action this 3-month old answer requires other than that typical one, I'd suggest bringing it up in meta.
