gm just because a job seeker visa exists, doesn't mean without it you are not allowed to seek jobs. It is imo just an opitimized visa. For Bulgaria specifically it says you are allowed to apply for 3 year job permit initially while you are in the country already. How is that supposed to work? Bulgaria doesn't have any job seeker visas.

There needs to be some kind of. victimhood, force, coercion.
The law about work permit applications says specifically (at least for Bulgaria) that you are allowed to apply while already legally in the country. It does not specify more than say legally.
Job seeker visa is specifically related to high qualified people and experts:

If you do not yet have a job offer, you can come to Austria to look for work for six months on a Job-Seeker Visa.
It does not say you must have it to seek job, its just there to make it easier for high qualified people to come for interviews.
