okay, I think I see what you want. Unfortunately, in UTF-16, a single quote becomes two bytes (0x27 0x00), which leads to two problems:
- If the PHP function thinks it's UTF-8, it will still see a 0x27, and add a backslash
- The 0x00 might imply silent truncation (depending on how the string is handled within PHP itself)
