They've been caught withholding evidence, refusing to let convicted individuals provide any kind of evidence in their defense, etc. This is a lot like what China does to entrap people into speaking against the government, then arrest them. For example, The Hundred Flowers Campaign.

@MarkHulkalo I disagree. It requires more targeted investigation. If you look at the most recent terror attacks, the people were already suspects. However, the leads were not followed soon enough (sometimes due to lack of human resources to do the investigation).

@MarkHulkalo I'm not sure I'd blanket rule out electronic mechanisms, however I think the lack of real effective oversight (i.e. not what happens at the moment <rubber stamp>) is important. I'd rely more on "traditional" mechanisms, people on the ground infiltrating groups, travel plans etc. But against all that I'd put much more emphasis on understanding the motivations of these groups and try to stop things there

I've noticed some weird stuff happening to my phone when traveling abroad*. For example, I will completely disable WiFi, and notice that certain programs are using an incredible amount of data, even when they're not being used. (force stopped). The camera/microphone being activated, battery draining quickly, data usage cap being filled quickly.

@RоryMcCune Another way to tell when you encounter the device: setup a fake WiFi station at your crib, and have your phone connect to it. Give it a very random name that would be virtually impossible to choose again, then go out into the wild and detect all connections to that particular SSID. That's if it's a WiFi Pineapple.
