@Polynomial not sure how rules are set in your country, but here if significant, structural damage has occurred, including damages caused by the structural damages, you can, if the owner does not comply after a signed request, order an company to 1) fix the damages 2) clean up the dirty stuff AND send the bill to the owner :P

@LucasKauffman In the end I threatened to refer the case to the Housing Association and lawyer up on him, and he conceded to getting the windows replaced. He didn't pay to clean up though. So some people are coming tomorrow to gut the whole window bay and replace it with proper uPVC double glazing
