@ChinmaySarupria there are many Bhairavas as per Agamas. Kala bhairava is Kshetrapalaka and protector of Kashi. Each Shakti Peeta has a Bhairava as protector. But Kashi is somewhat special as it is created by Shiva Himself not Brahma. Bhairava punishes residents of Kashi not Yama and his punishments are harsh as ultimately those die there get Moksha.
