No, that rule was for the auto flag. Not for user flags.

My only issue here is, two of them were handled differently when both the flags were the same.

I think the concept of girl being goddesses is absurd. Because eventually she will become woman one day. Is there any particular reason to focus on her childhood rather than womanhood?
 
Small girls are considered as her forms and respected with tambulam and worshipped.
 
Whether one worship child Rama or Adult Rama, it doesn't make sense because Rama is Rama. I am still not getting the question completely. :O
