Sometimes devotees think that they just want merge in God so God provides this boon but otherwise they live with God.

@Ram In the Shathapatha Brahmana and Yajurveda, Ambika is said as the sister of Rudra. That makes the claim unclear who the Rudra mentioned in the Vedas is. Or the Ambika.
@Ram Yes, Bhakti is the most powerful. If you ask me, if we chant many mantras and stotras without the belief and bhakti, they will become useless.

@Ram 11 rudras concept is famous in the lore. They are the famous rudras.
Actually, there are crores of rudras. They are collectively known as Rudra Ganas.

@Ram Yes, Shiva is called Pashupati and that form is worshipped since Indus Valley civilization. It is one of the names given by Brahma after Rudra was born. Here, it says there is liberates.. the mukti but this may not be moksha, the permanent state. The mukti can be from suffering, birth and death. There are stages between Moksha, the permanent state and liberation from birth and death. So, those puranic verses can mean that.

This is why it is said Vishnu is the giver of Moksha in the holy books. The one linked in the answer. Vaishnavas respect and worship Shiva but as guru to them. As Guru is equivalent to God, they worship. Did you get my point now? @Ram

@Ram There are stories of Nayanars who got human birth after reaching Kailasa. So, I believe that it is a temporary state. Whereas, the Moksha is a permanent state. We don't return back to this world. If we return, that is only due to order of God to fulfil some important task.

As these are from Later Kurukshetra Period and Kaliyuga, these are not in the Puranas. If there are such stories, they are possibly added later.
