Yes, GAL- and PAL-esque ICs are still available (Lattice, Atmel).
But I couldn't find an indication that they are in-circuit (re)programmable. I couldn't find a GAL or PAL with pins for in-circuit programming (like JTAG, or SWD, or some proprietary in-circuit programming interface).
