@MathieuGuindon Hrm... I run C:\Program Files (x86)\Microsoft SQL Server\140\DTS\Binn\DTexec.exe and I still get a brief flicker and nothing.
same thing if I right-click Run As Admin

@FreeMan run an admin command prompt (CMD.exe), and see what arguments would need to be given to run your package: learn.microsoft.com/en-us/sql/integration-services/packages/…
then you can have a .bat that launches the command =)
(assuming the file association isn't working)
