This change alters the todo marker detection to require the marker be at the start of the comment, optionally preceded by whitespace and ending in a word boundary.

I've been having thoughts about essentially rebooting Rubberduck, like, strip it to its bare bones and build up on a better foundation... I'm not seeing how we could get RD to the v3.0 we were envisioning, without some major breaking changes pretty much everywhere.
