@bobble Doesn't have an exclamation mark at the end, so it's probably a word for "Who" + a word for "consumes" giving a word for "estimates"
BTW still waiting on a more satisfying explanation for the C4 - Sid already found the correct answer, MINIMS, and one part of their explanation is completely correct, the other is halfway there
