@ACB I don't know what you mean to ask
[poker] is a subset of [cards], but it's much more specific and people are likely to be interested in poker puzzles but not card puzzles in general. In addition, the tag already existed, I saw it in the tag page and thought it ought to have a description.
Does that answer your question? Again, I don't know what you wanted me to address "about" [cards]

@ACB compare that to the question "Why should there be a [sudoku] tag when we have [grid-deduction]?" or "Why should there be a [dots-and-boxes] tag when we have [pencil-and-paper-games]?" Subsets are allowed when the subcategory has interest to itself.

Is that right? I don't solve [enigmatic-puzzle] questions, since I don't have the brain for that, but I was under the impression that you don't need to have a clear question to answer.
 
not at all, it's very common (and perhaps characteristic) for enigmatic-puzzles to come with no instructions
"Right now, it is not possible to check if the answer you got is the right one" the verification comes from the fact that you have understood and used all parts of the puzzle to reach the answer
