Q: Figuring out this message

So, I’m trying to find out what letters these numbers produce: 16, 2/3, 13 Both 2 and 3 produce the same letter when decoded, and that’s all I know. I’ve searched countless ciphers and couldn’t find anything. If anyone can find a cipher that matches this, please direct me to it.
