Not so, since usually only one end of a cryptic clue is the definition
And even then, if the answer really were oil pipe then the definition should be "it could blast", since "blast" alone in the verb sense doesn't mean "oil pipe". (Still not a decent definition for "oil pipe", but at least both the answer and definition correspond since they both refer to a noun)
(There are other problems, but I won't go into detail with them, and besides being blunt is not my style in general)

@msh210 Aha, this is DENOUNCE (blast, i.e. condemn) = DEN (a hole) + OUNCE (it may be preventative; from the quote "an ounce of prevention is worth a pound of cure"). Thanks to Chris Cudmore, AncientSwordRage, and Quinapalus for the help.
