Basically: insert basic arithmetic operators into 28 ? 13 ? 9 ? 7 to get 9
Is it OK if I ask this on PSE (with attribution of course)?
 
I'm not sure if citing the MSE question would be enough - I'd rather have a citation for where they got it from
 
In the comments the only attribution given is that it is from an "8 class textbook"

Anyway, an answer there showed that no solution was possible without parens. I can show that this remains true even if you allow parens

@msh210 the c4 answer is IMMA (slang for "i will") plus CURATE (organise a collection), with R switched to L, making IMMACULATE (neat)
although isn't "from left to right" supposed to be the other way around?

Maybe the answer to C4 is ROAST, with "North or" meaning OR<?? And "South Central" means S is placed somewhere in the middle of the answer??? ...And thus the attempt falls apart :P

there's South Central Station and Pacific Station and surely many many places named North Station... only need to find a Jive Station and voilà it's a definition by quadruple example
