Depends who you ask. I still generally try to avoid that kind of thing, but it's not nearly as clear-cut as the prototypical indirect anagrams -- more setters and publishers are fine with your example there.
(Though when it is used, IME it's still very sparingly. I haven't seen it very often in the puzzles I solve at all -- once every few puzzles, maybe.)

@hexomino No, you just need to figure it out by counting down from the top or from multiples of 10k. Which means it's easy for the top so-many users and then everyone starts to merge together.
I was wrong about Alconja - the big dip is actually JMP.
And the massive spike over 5000 is Victor Stafusa, by which I'm entirely unsurprised.
