i think the definition part is "recalling what", but can't make it work as either synonym of say + E or as OY + synonym of unfeasible...

"Recalling what" seems an unlikely definition. I suspect either "recalling" is the definition or else &lit. (I don't think "unfeasible" is because the usual word is "infeasible" so I suspect "unfeasible" is contributing to the wordplay.)
If so then an obvious guess is that "terminally unfeasible" is yielding UE. "Say" could be EG and EGUE looks like a fairly natural ending (think "segue" and, though it's a different vowel, "league") but actually there don't appear to be any words matching --EGUE.
I want "recalling what" to be EH< = HE but can't make that work.
 
I thought there might be UM< or ER< there
but I thought it was an &lit for something like "amnesic"
"remiss" is the nearest thing I found to a solution

I'd like the answer to be MEMORY which fits msh210's remark about not being quite the right part of speech, means "recalling" none the less, and ends in Y, but I can't make any part of the wordplay actually work which is a bit of an obstacle :-).
 
MUSING has the UM<, but nothing else fits as far as I can tell

CCCC sorta-hint: unfeasible vs. infeasible is not relevant. I used what I thought was the more common word. Sorry for any resulting confusion.

To judge from the Google Ngram plot, "unfeasible" was substantially commoner than "infeasible" until somewhere around 1965 when "infeasible" suddenly started to grow, overtaking "unfeasible" in ~1975, at which point usage of "unfeasible" started dropping, and now "infeasible" wins by ~2:1.
I have no idea how representative their corpus actually is.
