I'm going to say no. The name is Esarhaddon, not Esar; the "Esar" portion is, if I'm understanding right, the name of a god. Also, the word "turned" in the clue then wouldn't be doing anything.
 
Could it work as the definition indicator?
Thinking that Esar is the same person might be an honest mistake

It could still be CAESAR: CA (about) + E (pominent?) + RAS< (aristocrat turned; Ras is an Ethiopian prince or duke, the best known is probably Ras Tafari). I don't quite see why E could be prominent, though. (But I'd buy A = prominent.)
