It seems that way, but this is not a secret hat, and the description says (only) "View the site cookie setting customization modal - no changes are necessary" which means that technically people who view the cookie setting like I did, should get the hat. Anyway, I'm waiting to hear from a CM.

Winter Bash ends on 4 January I believe!
So I thought that's what you meant by "final date" and "final date based hat" presumably meant, "hat based on January 4th"
