One of the key points in it is transferring knowledge from one universe to the others (e.g., borrowing knowledge of martial arts from an alternate life). That might be applicable to SE with accounts on different sites. The only thing really applicable is migrations, but I doubt the hat requires that. Might be something else related to multiple accounts.

That’s definitely for review queues – should be the reopen queue

Unflagging could be reopening a number of questions successfully through reviews. Since the close issue at hand is resolved and the question is reopened – the questions are considered to be unflagged.
