Speaking in general, there is not a strict rule. For example, a suspension can be lifted if say, it's a first offence, it wasn't something that bad, and you know the user just had a bad moment... etc.

@JohnRennie The thing I love about the Stack's mechanisms is that they work the same (and to the same good effect) whether they're genuinely not comprehending what-all's problematic or they're being intentionally evasive/obtuse.
Someone who can't assimilate the sort of feedback they've gotten even though well-intentioned won't work in chat. So suspension serves its purpose. Someone who won't assimilate feedback won't work in chat. So suspension serves its purpose.
