When a molecule of a dielectric material is placed in an electric field, the molecule acquires an electric dipole moment. Why?

Has the z~1100 redshift of CMB been actually measured by comparing the fingerprint (absorption spectra) of the CMB with the theoretical radiation pattern of a 2.725K black body, or calculated by simply dividing the theoretical recombination temperature (3,000K) by 2.725K?
