Cueta and Mellila are Spanish territory and Spain had history of very soft approach with illegal immigrants. Unlike in other countries, where illegal immigrants would be immediately arrested and put into deportation camp, in Spain they would me mostly left alone.

@Dirty-flow @vartec Your answer seems legit to me in response to the question. Immigration is definitely also influenced by political motives. What you say about being able to work without proving your immigration status is very relevant.
