I have added a few users who appeared in the old room a few times to the room owners. I hope it's ok. (After all, if somebody does not wish to be a room owner, you can easily remove your name from that list.)

@MartinSleziak out of curiosity, why meta? Another server = another site to check = bookmarked chat rooms I won't see by default so might not remember to visit... is there really more visible than here? Maybe, because of Tavern? Anyway, thanks, and I'll try to remember to check it regularly.

I hope that this is a way to achieve this.
This room is not shown anywhere even if it has some activity.
If users active on Meta Stack Exchange see the room in the sidebar, they are more likely to peek in.
Other than rooms displayed in the sidebar I do not know what are good ways to attract users to chat. (It's a different matter if somebody already has favorited the room.)
And from the sites in the network, meta seemed like a logical choice where to associate the new room.
AFAICT this room is not shown on any site. I suppose the other room would be shown in the sidebar of Meta Stack Exchange - since it is associated with that site.
Certainly, I would prefer to have it on chat.stackexchange.com rather than chat.meta.stackexchange.com since I do not visit the latter very often. But I do not really know which site would be suitable as the parent site.
