The city centre of Amsterdam was always the poorest part, until the 19th century.
By the centre I mean the part within the major semi-circle of the grand canals.
Old Mediaeval houses are usually small, the streets are narrow...
But now they are quite desirable.
And major markets and shops have always remained in the centre, so they were never quite as desolate as some city centres in the USA.

This is totally my personal opinion, but reading and executing policy sometimes take the fun out of participating in websites for me a bit.
Sometimes I feel that not many rules are really necessary.
But I know many people on Stackexchange disagree.
I agree with you. But that works with reasonable people like us eheh, not with some types of people, unfortunately
