And seggan first appears at some unknown time, likely around the time of the train ride

Since all of the TNB group are identified initially

P3C1F10 has 6 TNBers, all identified, while the next frame has 7 TNBers jumping off the ship

so presumably the 7th is seggan

They're level 10 certified to do so
