I think Spotting Scope is for casting the first close vote on questions that go on to be closed? Certainly not flags, I haven't raised a flag on SO during winter bash and I have the hat.
And IMO flags that enter the CV review queue.

Probably an implementation detail, which I'm not 100% sure about. By text, I don't think it should matter. If you close unilaterally but the review already had one outstanding CV, it should still count in your favor.

Don't know if anyone mentioned, but hats have graduated difficulty levels this year (which kind of roll solvability and obtainability into one score). It's been fun to see how it's worked out in practice, because they've largely been solved in difficulty order so far.
Of the 21 secret hats thus discovered, eight have been solved, five have been almost-solved, and eight have not been solved. Of those eight, two have only been awarded once, so far.

Thought Bubble is easy to get and hard to guess.
The Challenging hats are hard to get and hard to guess. But they're achievable. Slow Trickle is one of them and y'all are like, seriously a single hair away from nailing the trigger.
 
Look, it's just too damn confusing. You can get it if you have upvotes for four consecutive days, but if you have a downvote as well, it takes five days. What am I supposed to make of that?
