Q: What are some ways for an unethical government to increase population growth?

Quickest & easiest, steal it from other governments, just open yourself up to immigration // Ah, I see, tyrannical huh? might not work then, there's always kidnapping? :)
@Pelinore I'll add that, but the point is that they've already done all the stuff that wouldn't make people revolt en masse if they found out.
Invade a neighbouring country with a weaker army than yours & transport their population wholesale?
@Pelinore They tried that. It went badly. That's why they need a bunch of disposable population - that country secretly had a pact with a much stronger one, and the war is going poorly.

Then short of the high tech sci fi clone yourself as many as you want option you're only left with breeding farms, gerrymander your judicial system to insure as many women as possible are convicted & ship em off to wherever you keep your re-education centres / your equivalent of Siberia // or call it national service & just snatch as many women as you want off the streets.
While wildly unethical, there is the rather horrid historical example of en.wikipedia.org/wiki/Decree_770 , which did successfully increase the population but not in a good way (in that it produced abused and maladjusted individuals in great numbers).
@Pelinore Sorry, I'm not sure what you're referring to? The article does not mention Catholicism.
@Pelinore I think the association you are attempting to draw is rather tenuous at best, since Decree 770 was harshly enforced by the power of the state and also was also for crass political and economic reasons rather than as a matter of faith.

Make birth control products flawed so women get pregnant anyway. Add aphrodisiacs to the water supply every weekend when people don't have to work. Ban abortions and let the state adopt unwanted children.. Turn women in prison into birth machines, either forcefully or by reducing their sentence one year for every child they have. Make parenthood a requirement for higher education and high-end jobs. Pay prostitutes lots of money for a child and promise them real jobs in the state after their third child.
The trouble with this question is timing. A tyrannical government needs adult men now, not 20 years in the future. Napoleon started conscription and then began to rely upon troops taken from allies and conquered territory. Likewise, in the Civil War, the American South kept losing both trained officers and men and couldn't replace them while the North was bringing in immigrants and throwing them into battle. Unless the tyrannical government can get adults from elsewhere, it will lose and a new government will take over.
