It's a close call most of the time. If someone posts an obviously SU question on SF, then it will more than likely be closed. Even borderline questions get closed often. I almost always vote to close, rather than migrate.

Reason 1: I don't know SU well enough to know what kinds of questions are and are not duplicates. Migrating a question to a site that then has to immediately be closed as a dupe is not polite, usually.

Reason 2: The onus is on the OP to know where to ask their question. Certainly it's not expected to know each and every niche site that is in the SE network, however the m

@MichaelHampton Ear protection should ALWAYS be worn when working with servers for an extended (>30 minute) period of time, as well as whenever you are in a datacenter or generator room while the equipment is running.
Even an medium-sized empty datacenter with no equipment and just two downflow AC units pressurizing the floor is normally too loud to be in for more than about 30 minutes without risking hearing damage.

Oh, it's not the default Administrator user then. That's the only one that can't lock - the one that's created with the domain. The RID that it gets assigned is always 500, that's how you can tell which one gets magic-unlock.
BTW, when you say RID, do you mean SID? I'm not familiar with RID being used with domain users.
