Why was my flag on this non answer declined?

It is clearly a response to the above answer (mostly copy pasted)

@WELZ I rather consider it an expansion of the cited answer. It definitely contains elements that are intended as an answer. I’d rather have the flagged answer edited to be stand-alone than convert it to a comment that is barely visible and understandable.

@Wrzl cc @Cai Would it be a problem if a user has a habit of posting remarks in answers or comments to the effect of 'this is probably going to be downvoted'?

@Vincent For questions or answers I would first edit to remove (giving some explanation in the edit summary). If the behaviour persists, flag.

I learnt some regex because of Charcoal (which has been lots of fun)

I don't have much rep (<10k) - and that's generally how folks choose their candidates.
