"The author has final say on edits" means that even if the suggested edit is approved by other users from review, the author can still decline it and it will rollback even if it already got approved. If you still believe the question needs to be edited, you should discuss with the OP why it should be edited. In this case, the edit changes the meaning of what OP's saying and asking, so if they didn't intend to say that, it shouldn't be worded as that.

Misconceptions in a question are fine - that's what answers are for, anyway. SE can't build a repository of answers for other users with misconceptions if all of those misconceptions get edited out instead of addressed in an answer.

Also, if you would like the OP to restate the question, you should just ask them to clarify the question and state what you find misleading. "Can you restate your question? I doubt it. It's full of misconceptions, so you cannot, but please go ahead and try" is clearly engaging the other user negatively by saying they don't understand and can't possibly explain what they're asking. If you genuinely want clarification for something you should ask for such.

I agree entirely that if you don't understand a question (and even if you're sure that's due to issues with the questions, not your own understanding), you should ask for clarifications in a comment, and if you know the OP is misunderstanding, you should address that in an answer or a comment instead of overwriting what the OP said in their question.

As for the remainder about being on-topic or not, I am not a moderator here so I have left a message for another moderator to take a look here as well. I can only speak in general about network-wide things like editing, clarifications, etc, but I can't offer any insight about Ask Different-specific things.

@LouisWaweru The only tools we have relating to voting is for detecting large-scale vote abuse such as someone using a sockpuppet account to inflate their reputation. For good reason, we cannot possibly know who voted on who's posts. Also, editing "False" into the header would be considered an abuse of edit privilege, at least in my opinion. These things should be discussed in a comment or in chat - if the OP fixes the answer to address technical issues, all is good, and if not, it should (1/2)

be deleted for invalidity. There is usually not that much of a point in leaving something false around even if labeled.
