On Mar 30th, 2021 – a month after asking this – the Office of Inspector General released their findings of their latest audit, with which the FAA concurred.
The projected benefits were slashed from $213 billion to $100 billion, of the biggest factors is implementation issues with TBFM (Time Based Flow Management), essentially what is shown above :D
Benefits timeframe also changed from 2025 to 2030
But the slash is unrelated to Covid
It was just wrong estimations
