The answer: "...Major cities in the U.S. are, I believe, mapped by helos so that helos with the same gear can detect anomalies in background radiation levels in case there is a nuclear weapon/dirty bomb/piece of radioactive material missing." That looks like a situation where a helicopter would be flying at low altitudes over populated areas . Which bit is unclear?

If you see no problems that would warrant editing or deleting and you are at least a bit familiar with the subject.
[ANS] Note that answers that are clear and address the question at least a little, but are fundamentally wrong, should be downvoted, not deleted. A wrong answer still “looks good”.

@Federico I haven't thought about that but it definitely makes sense. It would be weird if a moderator for AV.SE could ban someone from AskUbuntu.
But wouldn't the user in question get notified as to why (s)he was banned?

@Koyovis low quality on something like SO is somewhat subjective. In programming there are a bunch of ways to achieve anything, so answers which are not necessarily wrong (perhaps just sub-optimal) get to stay. Here on aviation it's a bit different. We want good quality, preferably referenced, answers. Those ones which are just a sentence with a half-answer should be deleted.

@Jamiec Low quality remains subjective on this site as well, which is my point. You cite a clear case, which the one linked to by Federico is not.
