having people edit their "on hold" question is what we want, we don't want to be a graveyard of closed questions, we want open and active questions.

also, that question would have been automatically deleted, it would not have sorted the effect you wished for

we don't need examples of what is off topic, there's the help pages for that

"sometimes people see [on hold] and just skip a good valid editted new question." that's a different problem worth discussing in meta, but not a good reason to teach newcomers something that is agains one of the core tenets of SE

Q: Answer deleted without cause, should it be flagged for modderator attention?
