@AndrewMicallef The thing is, this character turns out to be doing bad things for good reasons, generally speaking.
If anything, I'd say the character that is his foil is doing good things for bad (or at least mediocre) reasons.

@JoelHarmon I think part of my problem is it is really trivially easy for me to concieve of good intentioned actors producing bad outcomes. But I really struggle to imagine how a bad intentioned actor accidently produces good oytcomes that outweigh their bad intentions. Because intentions matter in sofar as they allow us to know what a competant person might do in the future....and people tend to improve in competance...
I think if i do go down this path I need the players to buy in and work with me. I can't trick the players here, but maybe their characters can be in the dark

I think it doesn't help that the words good and bad carry double meanings in this context. My villian has genuine bad intentions because he is (or at least aspires to be) an evil guy. But he is also bad at executing his goals. That is all his attempts to produce suffering result in outcomes that are unquestionably good for the people (at least in his local area)
