Like if you had a stunt or aspect even, that rewarded doing things publicly ... Something about not hiding your true self. Then combining it with Instant Cover is fun, and maybe adds more complications

@AncientSwordRage Ah, gotcha. So in Fate Core type games that doesn't happen simply because we're expected to make stunts ourselves. "Discovering" unexpected mechanical synergy doesn't happen much there; though we can write stunts that are narratively quirky, it doesn't scratch the metagaming itch of twisting pre-made parts toward an unintended use.
However, games like DFRPG that come with lots of pre-made pieces to fit together, DO come with that "getting away with something" metagame.
[rummages] I've got an example in mind....
When I made my Bitey Things enemies for a DFRPG campaign (one of several stat blocks for toys that come to life and viciously attack anything they consider a threat to their kids), they got the Diminutive feature which made them very good at hiding but severely limited their ability to inflict actual stress with physical attacks.
So I also gave them the Venomous feature, which let them place a poisoned aspect on a target (NOT an attack) which would then let them make a non-size-adjusted attack every round. And the action to place poisoned could be made very VERY effective by having them use their bonuses to hiding to stack boosts like hidden to make sure it landed.

So a Skylander toy leaps out from behind the sofa and gnaws ferociously at your ankle but only leaves a few scratches before you kick it off (Stealth +7 to create advantage: hidden which succeeds with style giving two boosts; then Fists +3 (+4 from boosts) to create advantage: poisoned);
but then you start feeling woozy and collapse (every round thereafter you roll Endurance vs the toy's roll +3 and take the difference in stress +1 if you tie or worse until you concede, are taken out, or get medical attention).

I also really liked that as an enemy concept because they were threatening without being immediately lethal. You got the "Aaaah I've been ambushed!" but also the "okay we have time to deal with this."
Or sometimes you just do the Fate equivalent of using a massively high Dexterity to make all other stats unnecessary.

GEARHEAD Once per scene when using Vehicles to overcome a mechanical problem, you can create a boost representing an unrelated feature you added to the device--whether you succeed on the overcome action or not.

The whole limits around what you can and can't do with fabricate is gonna be a "work it out with your table" for me. (not voted on any of the answers yet)
Pretty sure you're always gonna find rabbit holes to go down if you're looking for consistency
My first association to coins being raw materials was plastic pellets (very similar shape, but much more obviously a raw material)
The second was that there was for a time an industry around melting down US pennies (because the value of the metal is higher than the coin) though doing so was very much outlawed
Mostly just musing, but what would you consider raw materials for metals, that are the same material (as required by the spell)?

I agree, this seems like a GM call. Also, less about the definition of the word, but Fabricate seems pretty Niche. Its already a rather fringe spell to pick up. Being super strict about only allowing unprocessed materials, further cuts its use down.

Unless there's an iron ingot tree somewhere I haven't heard about
@Someone_Evil if you brought a blacksmith a bag of iron coins they have to smelt them down or spark wield them together before starting to make an iron bar

Now the question "Can fabricate upcycle?" rings in my mind
FWIW I'd be happy with that reasoning from a DM, but I'm not sure it really holds as absolution (as that answer might be taken)
And the examples given in the spell description are all clearly the natural form of the material.
