@Bob I offered with W8 OEM only at the time of purchase of new destop PC. If I forfeit but after decide I want W8 OEM they will not honor my request due to their policy that say I can only get W8 OEM at the time of purchase. They don't sell RETAIL, they only sell W8 Upgrade retail. I guess I am better use that opportunity to buy OEM version at the purchase of new computer?
I don't know if Windows XP would be better for senior PC beginner person because XP is kind of old but XP assumes that person won't need to shell $119 on W8 OEM.

There's System Builder ('OEM', smaller shops, includes Personal Use licence), then there's OEM (large companies, e.g. Dell)
@Boris_yo We're trying to get people away from XP, not to it. It's over a decade old now, it's just about out of support. Don't use it.
Purchasing XP at the time was rather expensive, too.
I think I am confusing 1 time install and having same license carried to another PC and making that license work on it. I am referring to transferrable license so if your current PC gets ditched and you buy new, you can use license and transfer it to newer PC.

The only reason you "don't have to pay" for an OEM copy of Windows with computer purchases (from larger companies) is because that's part of the cost of the computer already.

Sathya Help prevent this spam in the first place? There's not much that can be done, honestly. Spammers will spam. IP address blacklists/bans aren't particularly useful because the IP address used by spammers are a huge range & varies a lot. This is leads to a whack-a-mole contest & you end...

Also consider bandwidth usage when hosting your own RSS reader. Polling a RSS feed for latest posts is a bandwidth intensive process for both client and server. Fetching intervals need to be configured and managed closely with ttRSS. If not careful, you can exceed usage allowance easily and cause unnecessary traffic to the host server.
