The only real common theme is it gains some level of elevated privileges.

How do you handle implementing a major plebiscite / referendum where each of the outcomes means different things to people who are nominally on the same side? How long are they 'valid' for? How much do things need to change before you can revisit it?
As I've said before, at this point we know what all the flaws in our implementations of democracies are, we more or less know how to fix it too, but because of the way we've set up said democracies, it's very difficult to bring about the changes that would fix them.
How do you handle people making misleading claims during it? (that cuts both ways, in any hypothetical or real examples from recent years) How do you "honour a result" where basically the people who voted are pretty much split in half?

so the production people just chose someone's daughter to be the winner, called her up.
