but otherwise it's effectively an amex card, on both ends

Yup. That's a definite improvement.
So the process to restore application data after an upgrade is basically: factory reset, then log in and allow Google to auto restore everything, then go to titanium backup and manually overwrite Google restore, wait for Google to auto sync and re-break your restored settings, then go to tib and restore everything again. Then it works.
Soooooo why doesn't the google restore work in the first place?
