Sustained 3A @ 5V is hard to do without expensive premium cabling.
Even worse than this because we're talking about 4A at no more than 4.4V.
@bwDraco 3A is easy. The problem is 3A over tiny wires people want in their nice thin cables.
I've got a metric shedload of cable that'll manage well beyond 3A, but it'll probably be rubbish for USB data.
people want their 30AWG "can't carry electrons without help" tiny stranded cables to be able to transfer 50A to their overpowered phones.

During this stage of an Android update, apps are basically getting reinstalled. For older versions of Android, this meant regenerating the Dalvik cache. Since version 5.0, this means compiling the Dalvik bytecode to native ART code.
Android 7.0 speeds this process up dramatically.
