in windows 7 can you configure network services/clients/protocols by what the subnet is or is it just for in general
assuming the subnet mask has at least 2 networks
or is that windows server/router firmware territory
I guess windows can make a load of local area network connections for the same adapter but thats a bit clunky if you have many subnets

Listening services can be bound to a specific IP address.
Some things can only be configured per-interface.

It starts booting, then goes into the maintenance prompt. I type in the root password, but only my root partition is there. mdadm doesn't even see the array, even though the drives are OK. I can't start any services (error that comes up simply says Hangup)

I also went to a radio station today because they wanted my help.
Clearly, they needed it.
The guy who showed us how to work the controls (I wasn't the only one there), I ended up teaching him a bit about the controls on the board.
No idea if we're supposed to be able to volunteer without first doing some sort of required reading on critical FCC regulations like dead air or repeated commercials.

browsers usually call up much of the same stuff to play as anything else, even most streaming is buffered such that it would not have those specific symptoms.

@CMDEmu playing at the same time is great test, to have (say) a movie playing non-stop in the corner of the screen, then to observe this failing in the browser Only.
If you cant already have 4-8 videos playing at once :-) then it may not have anything to do with a browser. There are some players and codec piles that are just wrong.
probably about 4 recent Qs on SU about a player taking 100% cpu, that is crasy when here given a few tweaks and no GPU assistance a video should take about 3% (3% of 4 cores)

install of that kind of codec "filters" is usually shown in the startmenu stuff , as are many other codec stuffs that the users installed.
AutoRuns will also give you a view of all the codecs mess that is installed, but that aspect of it is anything but intuitive to the user.

I know some codec packs do not completly undo the things they have done, and users have reported (more than once) that even after removal of a codec pack something got changed and did not change back after uninstall. Beyond that people tend towards the easy fix of "rollback" using system restore, and it can do the same, where stuff is not completely returned (parts and pieces).
 
2 things I do , i never have that issue, Full clone backup (never system restore) and a uninstaller (friggen manuel) so i know what happens, and believe me when i say, shit you dont want to see, or know how screwed up some thing get :-)

@CMDEmu as best as it can, it fixes the OS system junk sort of only. drivers and your own software and own files are not part of that. Also . . .
Remember that using add/remove windows features , will re-link (hard link) any item that can be "turnd on and turned off"
because the component store is protected heavily , things that can be turned on and turned off will be replaced back mostly the same way it was.
you still should backup (clone/mirror) , even a broken system prior to doing a repair install, because one wrong move , and you end up with a fresh install. at least one would want to secure thier user files.
