It's badblocks, part of the e2fsprogs package (or e2fsprogs.sourceforge.net)
A bit like scandisk but for SD cards. IIRC it has both destructive and non-destructive tests.
(Hm. It's not only for SD cards. It's that I've ever only used it for SD cards).
If you're already trying to format it, I assume you have no important data on it. So go for the destructive test.

Hi, I want to get/download all the pdf files a sub-directories of an index of site constitute . e.g vedicreserve.mum.edu/index_of_vedic_literature.htm.
what tool should work? httrack, uget....
or looking for a way that can fetch link to the all pdfs.

Yes, one level deep; e.g if you click on Aitareya Aranyak or Aranyak, you'll see the list of pdf at the bottom.

The only major change I'd suggest is the CPU cooler. Can he go with a Noctua NH-D15 or a liquid cooler?

tbh coolers aren't something I've looked much into other than making the Noctua (U14S) vs liquid decision myself last year

I wonder if this performance improvement is due to the SSD having had its firmware updated?
Of note was that while CrystalDiskMark was found to be CPU-bound, Anvil's Storage Utilities was not.
In any case... Spectre patches have no meaningful impact on the storage performance of AMD Ryzen systems.
