TL;DR the Windows Update style of upgrading to a new Windows version only changes modified files, but the MCT style unpacks 100% of the entire Windows software distribution to your HDD, replacing/overwriting existing files that might be bad permissions or corrupted
That’s why so many people who can’t upgrade Windows via Update can via MCT
And it doesn’t require a reinstall, either
Preserves all files and folders and registry settings and program data and users etc

The one thing it can’t fix is fucked up user accounts - if you manage to corrupt your user’s registry .dat file, you basically have to create a new user “full stop” (hey I used a British term!)
 
(Remember maybe when i worked on the service desk, they had a process for laptops that'd take days and I reduced it to about 2 hours to reimage a machine into a usable state? - yeah, that).
 
But not necessarily reinstall Windows even then

There's a difference between breaking into one's house and threatening someone's life.
Although it can be argued that it's a slippery slope.

@djsmiley2k I don't know the USA laws, but I can speak from experience about censorship. Back in the 60's during the military regime, you had to submit books, plays, songs, news, etc to the government prior to their publication. If you didn't get their OK, no publication, period.

@ThatBrazilianGuy Have you not heard? The sun used to whip by in an instant, leaving the earth in almost perpetual night. One day, young Maui decided enough was enough, and he crafted a giant net from flax. He set out to the edge of the earth, and as the sun rose in the morning he caught the sun in the net and beat it until it agreed to move slowly across the sky.
