Interestingly, the worst time I ever had understanding a clearance was one from a nominally English speaking controller. I have time to explain the comet now
from 80s to mid 2010s, newspaper used to have a page of coupons on every single issue, and they used to advertise stuff like "bring all coupons of product X (Y in total) and get X". The products given this way were usually cheapo electronic things with translate, calendar, game and contact storage etc features.

It's implemented as a Windows service, so it is started without anyone logging into console. That makes sense, seeing as servers aren't supposed to have consoles anyway.

If this happens on a modern server that I have down here, I'd immediately set out to investigate using Sysinternals tools. (sysinternals.microsoft.com). This server has server-class SSDs and two CPUs.

Hence, I expect its startup time must be fast. On the other hand, I often don't restart it for months on the end. (Not all Windows Server updates need a restart.) Also, I've set the Windows Server updates to get installed at midnight, so the restart and the subsequent startup of all services has hours to get completed.
