The -u switch for memcached actually requires a specific parameter after it: it requires the username you want to run`memcached` as, because memcached can't be run as root. So you need to run ps -ef to figure out what user is currently running memcached (or look in the configuration files; I'm not sure what distro you're running or how you installed memcached so I don't know where your config files are) and then run memcached -u <that user> restart
And if you literally try memcached -u <that user> restart without substituting <that user> for an actual username, I'mma facepalm
